DCL:MISC１:HEXLIB: Processing Hexadecimal Constants
This is a subroutine package that performs hexadecimal constant processing. It is intended for systems with a single word length of 32 bits.
If the argument that gives/returns the bit pattern is 1 word length, it does not need to be an integer type.
